CIPS Level 4 Entry Requirements: Start Your Procurement Career at the Highest Entry Point

If you are considering a career in procurement and supply, you may have already heard that CIPS Level 4 is the entry point for new students. But what does that really mean? Can you enter directly without starting at a lower level? What qualifications or experience do you actually need? Understanding CIPS Level 4 entry requirements will help you decide whether Level 4 is right for you and how to take the first step towards a recognised procurement qualification in Sri Lanka.

This article explains the three routes to CIPS Level 4 entry, shows you what experience or qualifications are needed, and helps you understand why Level 4 is designed as the highest entry point in the qualification pathway. You will also discover how GCAS supports your eligibility check and guides you towards your next step.

What Is CIPS Level 4?

The CIPS Level 4 Diploma in Procurement and Supply is the Chartered Institute of Procurement & Supply’s entry-level qualification. It is the highest qualification entry point available to students beginning their formal procurement studies.

CIPS is the world’s largest professional body dedicated to procurement and supply. Level 4 qualifies you in operational and tactical procurement knowledgethe foundations you need to work effectively in procurement, purchasing, contracting, supplier relationships, negotiation and supply-chain roles.

The qualification takes approximately 600 hours to complete, including guided lectures, self-study and examination preparation. It consists of eight core modules, each contributing to a total of 60 credits. The structure is designed to give you practical, immediately applicable knowledge that works in real procurement environments.

Completing Level 4 is your first step towards Level 5 and Level 6, ultimately progressing towards the professional membership designation MCIPS (Member of the Chartered Institute of Procurement & Supply).

Why Level 4 Is the Highest Entry Point

CIPS changed its qualification structure to make Level 4 the only entry point for new students. This means that when you join CIPS, you start at Level 4, not at Levels 2 or 3.

This change simplified the entry process and made it clearer: if you meet one of the three entry routes, you enter at Level 4. There is no separate lower entry level; Level 4 is designed to be accessible to graduates and experienced professionals alike.

Some professionals hold qualifications or experience from different industries or countries. CIPS recognises this through exemptions from specific Level 4 modules for candidates with relevant prior learningbut exemptions are approved by CIPS directly, not offered automatically. You will discuss any exemption possibility when you apply to GCAS.

The Three Routes to Direct Entry at CIPS Level 4

You can enter CIPS Level 4 through one of three routes. You need to satisfy only one of them.

Route One: Two A Levels or Equivalent International Qualification

If you hold at least two A Levels (or a recognised international equivalent such as the International Baccalaureate or a completed university degree), you meet the academic entry requirement for CIPS Level 4.

This route is designed for school-leavers, graduates and professionals who have formal educational qualifications but may have limited work experience in procurement.

Route Two: CIPS Level 3 Advanced Certificate in Procurement and Supply Operations

If you have already completed the CIPS Level 3 Advanced Certificate in Procurement and Supply Operations, you automatically progress to Level 4.

Level 3 is an introductory qualification offered by some training providers and is designed for people early in their procurement career. If this is your background, you will simply enrol at Level 4 with GCAS and continue your progression.

Route Three: Two Years of Relevant Business Experience

If you have at least two years of experience in a business environmentwhether or not that experience was specifically in procurementyou meet the experience-based entry requirement.

This route recognises that many professionals have developed practical business knowledge through roles in finance, operations, logistics, contracting, commerce or supply-chain positions. Two years of relevant business experience is sufficient to enter at Level 4.

Direct Entry Is Not an Exemption

An important clarification: entering directly at Level 4 is not an exemption from Levels 2 and 3. Exemptions are formal CIPS approvals that allow you to skip specific modules within a qualification level because you have equivalent knowledge from prior qualifications or experience.

Direct entry simply means that Level 4 is your starting level. You will complete all eight Level 4 modules as part of your qualification unless CIPS grants you a specific module exemption (which is a separate decision made after your application).

Who Should Start at CIPS Level 4?

Level 4 is right for you if you are:

  • A graduate with A Levels or a university degree seeking your first formal procurement qualification
  • An experienced business professional moving into a procurement-focused role
  • A procurement officer, buyer, purchasing executive, supply-chain coordinator or logistics professional without a formal CIPS qualification
  • A finance, operations or contract professional who wants to formalise your procurement knowledge
  • Someone with Level 3 already completed and ready to progress
  • Based in Sri Lanka and looking to study online with live lectures around your work schedule

Level 4 gives you operational and tactical procurement knowledge. It is not a beginner-level courseit assumes you have either formal education or workplace experience. The eight modules cover practical areas such as business needs, commercial contracts, negotiation, supplier relationships, ethical sourcing and asset management.

The Level 4 Modules and What You Will Study

CIPS Level 4 consists of eight core modules. All eight are compulsoryyou will study each one unless a specific exemption is approved by CIPS.

Core Module 1: Scope and Influence of Procurement and Supply (12 credits)
Understand the role of procurement in modern organisations, how procurement delivers value and the strategic importance of supply relationships.

Core Module 2: Defining Business Need (6 credits)

Understanding Progression After Level 4

Completing Level 4 is a significant achievement, but it is not the end of the journey if you are aiming for MCIPS membership.

After you pass your Level 4 examinations, you automatically qualify to progress to CIPS Level 5 Advanced Diploma in Procurement and Supply. Level 5 develops advanced skills in management, risk, contracts, finance and ethics. It typically takes another 600 hours and includes five core modules and three elective modules.

Level 5 then leads to CIPS Level 6 Professional Diploma in Procurement and Supply, the final qualification stage in the route towards MCIPS. Level 6 focuses on strategic leadership, global strategy and the future of procurement as a profession.

After you complete Level 6, you formally apply to CIPS for MCIPS membership. Completing Level 6 does not automatically award MCIPSyou must meet CIPS’s current qualification, membership and ethical requirements and submit a formal application. CIPS then decides your membership status.

The full pathway from Level 4 to MCIPS typically takes 18 to 24 months, depending on your study pace and examination dates. Many working professionals study at their own pace, balancing CIPS with their existing role.

Common Questions About CIPS Level 4 Entry

Do I need experience to enter Level 4?
No, not necessarily. If you have two A Levels or a university degree, you can enter Level 4 without any work experience. However, if you lack formal qualifications, you will need two years of business experience in any industry.

Can I skip Level 4 and start at Level 5?
No. Level 4 is the entry point, and you must complete it before progressing to Level 5. There is no option to start at a higher level unless you have completed Level 4 or hold a formal CIPS exemption (which is decided by CIPS, not by your choice).

Is direct entry the same as an exemption?
No. Direct entry means Level 4 is your starting levelyou complete all eight modules. An exemption is a formal CIPS approval to skip a specific module if you can prove equivalent prior learning. Exemptions are rare and must be approved by CIPS separately.

How do I check if my experience qualifies?
Contact GCAS. The team can review your background and tell you whether you meet the entry requirements. If your situation is unusual, GCAS can guide you towards the official CIPS eligibility rules or help you request a formal exemption assessment from CIPS.
